Belmond’s Third Street NE road construction project is behind schedule and very likely won’t be finished until next year.

  An engineering report presented to the city council July 6 shows that 36% of the construction season has passed, but only 14% of the work is done. The project includes sanitary sewer, water main, storm sewer, and street replacement.

  Part of the slow progress is being blamed on “conflicts” between the sanitary sewer and storm sewer lines. Both pipes have to travel downhill, but sometimes the sanitary lines are higher than the storm sewer lines, and sometimes it’s been the other way around.
